Edo State House of Assembly Enacts New Secret Cult Prohibition Law
The Edo State Government has repealed the Edo State Secret Cult (Prohibition Law) 2018 and enacted a new law to curb secret cult activities within the state. The new legislation, known as the Secret Cult and Similar Activities (Prohibition) Law, 2025, was passed by the Edo State House of Assembly and signed into law by the Governor, His Excellency, Senator Monday Okpebholo, with effect from January 24, 2025.
The new law introduces harsher penalties for individuals found guilty of secret cult-related offences in a bid to enhance public safety and deter involvement in such activities. Among the key provisions are stringent punishments for financial and material sponsors, those harboring cult members, and individuals engaged in violent acts connected to secret cult activities.
Under Section 5 of the law, financial and material sponsors of secret cults face a punishment of twenty-one (21) years imprisonment. Furthermore, Section 6 stipulates a ten (10) year imprisonment for individuals who knowingly harbor secret cult members or allow secret cult meetings to take place on their premises. In addition to the imprisonment, such persons will also have their properties confiscated and demolished by the state government.
Section 12 of the law imposes a twenty-one (21) year imprisonment without an option of a fine for cultists who assault, injure, maim, or kill any person or destroy property in furtherance of their secret cult activities. In cases resulting in fatalities, the perpetrators will face the death penalty upon conviction, and their properties, as well as their places of residence, will be confiscated and demolished by the state government.
The Secretary to the State Government, Umar Musa Ikhilor, Esq., emphasized the importance of this law in maintaining peace and promoting the growth and development of Edo State. The general public is urged to adhere to this new legislation and refrain from engaging in activities detrimental to the state’s well-being.
